Finding a balance between wealthy nations like the United States and Europe and traditional benefactors like China and other significant rising economies—including petrostates in the Gulf and large nations like China—is the main difficulty. Concerns regarding fund governance and fair distribution of the much needed rescue monies are shared by developing nations. The capacity of governments to come to a consensus that provides fair support to individuals impacted by climate change will determine the fate of the loss and damage fund. In the event that negotiations fall down, protecting the rights of marginalized populations and ensuring the success of the next summit depend on wealthy nations making a significant adjustment in their mindset.
