The Horn of Africa’s Perfect Storm: Refugees, Funding Cuts and Somalia’s Security Crisis Displaced Somali families living in a temporary settlement amid the country’s continuing humanitarian crisis. The Horn of Africa is facing a convergence of humanitarian, financial and security pressures, with Somalia at the center. Rising displacement, declining humanitarian funding and uncertainty over the long-term financing of the African Union Support and Stabilisation Mission in Somalia (AUSSOM) are creating a difficult environment for regional stability. The challenge is not simply that several crises are happening at the same time. These problems can reinforce one another: humanitarian funding shortages can increase pressure on displaced communities, while weak security and logistical capacity can make humanitarian operations and stabilization more difficult.
