Puntland Signs New Security Deal With US, Allowing AFRICOM to Expand Bosaso Base
Puntland and the United States signed a new security cooperation agreement Sunday, August 3, 2026, following a meeting in Bosaso between Puntland President Said Abdullahi Deni and a delegation from US Africa Command led by Major General Claude Tudor, allowing Washington to expand its military facility in the port city to support counterterrorism operations and strengthen maritime security across the Red Sea and Gulf of Aden. In my opinion, this is one of the more consequential security agreements to come out of the Horn of Africa in recent years, even if the official statement is deliberately modest about what it actually involves.

According to a statement from the Puntland presidency, the agreement expands cooperation between the two sides and formally authorizes the US to enlarge its existing facility in Bosaso. The statement did not specify the scope, size or timeline of the planned expansion. The talks also included US Ambassador to Somalia Larry André, focused on counterterrorism operations and maritime security, with the American delegation commending Puntland's ongoing Operation Lightning, targeting ISIS militants in the Cal Miskaad mountain range. From my perspective, the vagueness of the official language is itself telling agreements this strategically significant rarely lead with specifics.
A Relationship Built Over Multiple Visits
Sunday's agreement formalizes a partnership that has been deepening through high-level engagements over the past year. In September 2025, General Tudor and the US Embassy praised Puntland forces for their anti-ISIS operations, overseeing a joint training session between American Special Operations Forces and Puntland's elite Lightning unit. In November 2025, Puntland's Vice President met separately with AFRICOM's Operations Commander, with discussions centered on completing Cal Miskaad operations and maritime cooperation. I think it's worth noting that Sunday's signing didn't happen by accident; it was the end point of a very deliberate, incremental American engagement strategy.
Bosaso's Strategic Value
I think people underestimate how much Bosaso's location matters here. The port city sits on the Gulf of Aden, a transit route for roughly 12% of global trade, with operational reach to the Bab el-Mandeb Strait, the Red Sea entrance and the broader Indian Ocean corridor.

The US has carried out airstrikes targeting ISIS in the Sanaag region and the Bosaso facility has functioned as part of a broader counterterrorism architecture. In my view, an expanded American presence on that specific coastline says less about Somalia than it does about the Gulf of Aden's growing strategic importance.
